Yesterday, I started seeing a new security banner whenever I opened Outlook:

Check Connection Banner
The message made little sense. Clicking Open Browser just led me to an online MSN page with no relevant information.
I was clearly connected both to my network and the internet. I could also still send and receive emails.

Closing the message didn't help. It just reappeared whenever I restarted Outlook
There seemed to be no problems apart from the annoying banner message.

Running a Google search, I found one similar instance from 2020: Outlook displays banner that says: Check your connection

The first suggested solution was to disable Wifi and then enable it again. Other suggestions included editing the registry.

My network connection is via Ethernet but I did the same step of switching it off and on again: Windows Settings . . . Network & Internet . . . Change Adapter Options

NetworkConnections
Having disabled the Ethernet connection, re-enable it and wait a few seconds then click Status to check its working:

Status
Problem solved!
Whatever the cause, Outlook had no longer recognised the network connection as being valid. Restarting it fixed the issue and the annoying banner disappeared.

If that doesn't work for you, try editing the registry as suggested in the article linked above
